I am a student and therefore work to a VERY student budget but i have happened across a few fab places to buy materials for my work!
If you ever happen to find yourself in Bath, England (It's a beautiful City) i suggest you visit Guildhall Markets, there is a lovely and very reasonably priced yarn store there, i have made it my first stop for beautiful materials!
(It also has the benefit of being housed in a beautiful building next door to Bath Abbey!)
In Birmingham (UK) i suggest the famous Bullring Market and Rag market, 'The Rag' is bursting with beautiful stalls selling yarns and knitting bits and bobs, and also a fantastic selection of fabrics from all over the world!
I love the Birmingham markets, but then it's my home!!
London is fab for materials shopping too, Camden Locks is good, and there are lots of markets throughout the city on various days of the week which sell textile-y bits! Portabello Road is a good one, but its not always cheap!
I would love to hear about any lovely yarn shops in your home countries! i may have to make a university-related visit!

There is a lovely, well stocked yarn shop in Shipston on Stour, warks. I go there for my supplies. Took my 6 year old boy last week and as he walked in he gasped and said ''wow it is so beautiful, look at all the colours.'
